Abstract

This article examines the historical,social and cultural influences in school ICT policy development and implementation in the Canadian Provinces of Alberta and Newfoundland, Northern Ireland and the Republic of Ireland. The authors suggest that while there has been considerable research on the rationale for different models of ICT policy implementation acrosss the world, insufficient attention has been paid to historical and cultural factors in explaining why there should be such marked variations of policy, even on two parts of the same island or in two provinces of the same country.
